What Happens Next?
Will the 50% discount be frozen? expand_more
They should, in most cases. If you appeal within the first 14 days, the council will usually freeze the discount rate until they make a decision. Check with them.

If the council rejects your informal appeal, they will send a "Notice of Rejection." You can then choose to pay at the discount rate or take it to an independent tribunal.
Should I pay the fine now? expand_more
No. Paying the fine is an admission of liability, which usually closes the case and prevents you from appealing further.
